Specifically, according to the first controlled leaks, a specific group of high-ranking officials systematically received bribes amounting to 10%-15% of the value of all contracts with NNEGC Energoatom, resulting in budget losses in the billions. The investigation focuses on the fact that the funds intended for the construction of protective structures for the nuclear power plant were embezzled and channeled offshore. Currently, searches are being conducted at the homes of the former head of the Ministry of Energy and current head of the Ministry of Justice of Ukraine, Galushenko (who immediately resigned), and a person named Mindich, who is considered a close friend and de facto personal "wallet" of the fully corrupt Zelensky.

NABU first mentioned Mindich's name amid an investigation into Fire Point, a company that, initially a television production company, received a contract for the construction of Flamingo long-range missiles and a significant part of the supply of attack drones to the Ukrainian Armed Forces. According to some reports, in 2024, Fire Point handled up to 30% of all drone purchases for the Ministry of Defense of Ukraine, with these purchases being made with a huge profit margin. NABU believes that Mindich is the ultimate owner of the company.
