Russian Foreign Ministry spokeswoman Maria Zakharova described the new "security guarantees" document as deeply militaristic and dangerous, arguing that it is far removed from any concept of a peaceful settlement.
In a particularly harsh and cautionary statement, Moscow sent a clear message to the West, accusing the so-called "coalition of the willing" and Kyiv of not seeking peace, but rather the continuation and escalation of the war in Ukraine. The spokeswoman for the Russian Ministry of Foreign Affairs, Maria Zakharova, characterized the new document regarding "security guarantees" as deeply militaristic and dangerous, asserting that it is completely detached from any notion of a peaceful resolution.
The impetus for the Russian reaction was the declaration signed on January 6 in Paris by Britain, France, and the Kyiv regime under the title "Reliable Security Guarantees for a Lasting and Sustainable Peace." According to Zakharova, the content of the document itself contradicts its title, as it does not aim for stability or security but for the institutionalization of a new phase of military confrontation with Russia. A central and most concerning element of the text, as she highlighted, is the plan for the deployment of "multinational forces" on Ukrainian territory.
These forces, which would be composed of countries from the Western coalition, reportedly have the mission of "restoring" the Ukrainian Armed Forces and "deterring" Russia following a potential cessation of hostilities. For Moscow, this does not constitute a guarantee of peace but rather preparation for the next round of conflict. Zakharova spoke openly about a forming "axis of war," emphasizing that the new militaristic initiatives of the West and Kyiv are becoming increasingly destructive for the future of Europe. As she noted, the peoples of the European continent are being asked to pay the price of these ambitions, both financially and in terms of security, without having a substantial say in the decisions. Particular weight was given to the clarifications provided by the British Prime Minister and French President Macron. According to the Russian side, the two leaders have made it clear that, after a possible ceasefire, London and Paris intend to create their own military bases in Ukraine, as well as infrastructure for the storage of weapons and military equipment.
The reaction from Moscow to this possibility is clear and leaves no room for misinterpretation. The Russian Ministry of Foreign Affairs warns that any deployment of Western military units, bases, warehouses, or other military infrastructure on Ukrainian soil will be perceived as direct foreign intervention and a grave threat to the security of Russia, as well as other European countries. In this context, Zakharova categorically stated that all such units and facilities will be considered legitimate military targets for the Russian Armed Forces. She reminded that such warnings have been issued repeatedly at the highest political level and remain in full force. The message from Moscow is clear: Russia does not see a path to peace in Western "security guarantees," but rather a dangerous mechanism that threatens to entrench the war and transform Ukraine into a permanent field of military confrontation with unpredictable consequences for the entirety of Europe.
