Tensions flare ahead of Ankara summit as Trump looms over billions in Ukraine aid

The upcoming NATO summit on July 7 and 8, 2026, is expected to be one of the most important in recent years, with developments unfolding at a breakneck pace, as Alliance leaders are called upon to make decisions that may affect European security and the course of the war in Ukraine.

At the center are the reinforcement of defense spending, armaments agreements worth tens of billions of dollars, future support to Kyiv, but also the balances between Europe and the United States under the leadership of Donald Trump. At the same time, the meeting is expected to highlight the different approaches within the Alliance, while Russian analysts and officials estimate that its decisions will have broader geopolitical consequences.

Next week, the NATO summit will take place in Ankara, where European members of the Alliance hope to restore their relations with the US president, Donald Trump. The meeting will also be attended by the president of Ukraine, Volodymyr Zelensky, who seeks to secure additional military and financial assistance for his country.

Russian political scientists, MPs, and diplomats, speaking to Gazeta.Ru, estimated that the summit will focus both on strengthening the military power of the Alliance and on shaping its new strategy toward Russia.

NATO leaders will gather in the Turkish capital on July 7 and 8, with Europeans seeking to overcome their differences with Donald Trump and strengthen the joint effort to support Ukraine and protect Europe from the Russian threat.

The Secretary General of NATO, Mark Rutte, stated that the summit will prove that European countries are honoring their commitments to increase defense spending, while at the same time armaments agreements worth tens of billions of dollars will be signed.

"Next week's summit will focus on turning additional spending into operational readiness and significantly increasing the production capacity of the defense industry," stated Mark Rutte.

Leaders are also expected to pledge to continue funding Ukraine.

Volodymyr Zelensky is also expected to hold bilateral talks with Donald Trump.

"NATO 3.0"

According to the political scientist and director of the Center for European Information, Nikolai Topornin, the upcoming summit marks an effort for a comprehensive restructuring of the Alliance.

As he mentioned to Gazeta.Ru, European countries are promoting the concept of "NATO 3.0," which provides for a gradual transfer of a greater part of the responsibility for the security of the Alliance from the United States to the strongest European states.

He argued that this is the most important development of the summit, although he pointed out that consensus of all member states and long-term political will are required.

At the same time, as he estimated, developments in the Persian Gulf, the situation in the Middle East, and the continuation of military support to Ukraine will be discussed.

According to Nikolai Topornin, no substantial changes are expected in the assistance to Kyiv, beyond the assumption of a greater financial and military burden by European countries.

He characterized the diplomatic management of Mark Rutte as particularly successful, estimating that the Alliance appears more united today.

The rearmament of NATO will also be on the table, with particular emphasis on unmanned systems, new technologies, and the increase in the production of defense material.

According to previous information, the prime minister of Canada, Mark Carney, is expected to present the proposal for the creation of a new NATO defense bank, with the capability to raise up to 133 billion dollars to strengthen the defense capacity of member states.

"A circus for Trump"

Western media, including Foreign Policy, estimate that the Ankara summit could be yet another opportunity for Donald Trump to criticize the Alliance.

According to the magazine, the recent statements of the American president portend a new round of tensions between Washington and European allies, a fact that may overshadow the joint effort for Ukraine.

For his part, the Russian diplomat Konstantin Dolgov argued that the disagreements between Donald Trump and Europe are real, but they should not be overestimated.

He estimated, however, that Europe is now politically committed to continuing support to Ukraine and could hardly follow a different path.

The political scientist Rafael Ordoukhanian argued that the United States is shifting once again toward a more pro-Ukrainian stance, while he believes that decisions will be taken at the summit that will further strengthen the military power of the Alliance.

Russia, Ukraine and NATO

The aid to Ukraine

Ukraine seeks to secure new funding commitments through the PURL program, as well as additional Patriot air defense systems.

The ambassador of Ukraine to NATO, Olena Getmanchuk, stated to the European Pravda that the main priority of Kyiv is the procurement of additional PAC-3 missiles for the Patriot systems.

From the US side, the Permanent Representative to NATO, Matthew Whitaker, heralded major announcements from Washington and its allies regarding Ukraine.

Konstantin Dolgov estimated that no decisions are expected that could lead to a de-escalation of the conflict, arguing that the decisions of the summit will further increase the threats to European and international security.

At the same time, the vice chairman of the Committee on International Affairs of the Federation Council of Russia, Vladimir Dzhabarov, characterized the Ankara summit as "unpredictable," noting that there are different approaches among NATO member states regarding military aid to Ukraine and the overall strategy of the Alliance.

Endurance test

Beyond the decisions on Ukraine, the Ankara summit is expected to also be an important cohesion test for the North Atlantic Alliance. The increase in defense spending, the strengthening of the European defense industry, and the gradual assumption of greater responsibilities by European states compose a new reality in which NATO attempts to adapt to modern geopolitical challenges. Despite individual disagreements among member states, the general direction shows that the Alliance seeks to maintain a united front against the challenges it considers that it faces on the European continent.

The critical contacts

At the same time, the outcome of the contacts between the leaders will be an indication of how the balances in the West are shaping up in view of the coming years. The relations between Europe and the United States, the stance of the administration of Donald Trump toward NATO, but also the continuation of military and financial support to Kyiv are expected to largely determine the strategy of the Alliance. The decisions to be taken in Ankara may affect not only the evolution of the war in Ukraine, but also the overall security architecture of Europe for the coming years.
