Health Minister Nina Warken will replace Thorsten Frei as Chief of the Chancellery, becoming the first woman to assume this exceptionally powerful governmental post. Friedrich Merz praised her capabilities, calling her "decisive" and emphasizing her experience in security policy matters coordinated by the Chancellery. "She will be one of my most important—if not the most important—pillars of support in the daily operation of the government, as well as my main point of contact," stated the German chancellor.

Carsten Linnemann takes over the Ministry of Health

CDU Secretary General Carsten Linnemann is expected to succeed Nina Warken at the Ministry of Health. At the same time, State Secretary for Digital Policy Philipp Amthor moves to the Chancellery, where he will oversee the coordination of relations between the federal government and the federal states. Amthor replaces Michael Meister, while additional waves of cabinet changes are anticipated.

"There will be further changes" says Merz

Friedrich Merz presaged further cabinet alterations without officially announcing specific names. "There will be other changes in the federal government. However, these decisions will require a few more days—and perhaps more time—due to the summer recess," he noted. The chancellor maintained that the decisions will be made without time pressure and following necessary consultations, according to a report by Politico. According to German media, one position that might be affected is that of the Minister of Transport, currently held by Patrick Schnieder of the CDU.

Political "restart" ahead of crucial elections

The reshuffle represents an effort at a political reset for Friedrich Merz ahead of critical autumn regional elections, in which the far-right Alternative für Deutschland (AfD) party is expected to record substantial gains. Particular concern centers on the possibility of the AfD securing an absolute majority in the East German state of Saxony-Anhalt in September. Through these cabinet adjustments, Merz attempts to strengthen coalition cohesion and improve particularly low poll ratings in order to push forward critical reforms, notably in pension and healthcare systems.

New leadership in the CDU parliamentary group
