The Independent Authority for Public Revenue (AADE) is installing an electronic “eye” over fuel tanks, tightening the grip on smuggling and adulteration with severe fines reaching up to 15,000 euros for offenders.
The new control framework is defined in a joint ministerial decision that details the violations, the competent inspection bodies, and the procedure for collecting penalties. Those who do not comply with their obligations regarding the registration of data in the AADE’s Registry of Tanks of Public Fuel Stations and Heating Oil Vendors’ Installations face heavy penalties.
Specifically:
- Fines range from 500 to 15,000 euros, depending on the severity and frequency of the violation, while the maximum total amount for each liable party cannot exceed 15,000 euros.
- The violations mainly concern the omission of inventory recording, failure to register or delayed registration of data, as well as inaccurate or outdated registration of information regarding tanks, pumps, inflow-outflow systems, and tax mechanisms of the stations.
- For complete omission of inventory recording, a fine of 15,000 euros is imposed, while for failure to register data, fines range from 3,000 to 4,000 euros for licensed fuel station operators or heating oil vendors, and from 1,500 to 4,000 euros for installers of inflow-outflow systems and providers of volume measurement services.
- For inaccurate registrations, fines reach up to 3,000 euros per data item, while for late registration, fines from 500 to 1,500 euros per item are foreseen, with a maximum total charge of 6,000 euros per liable party. In cases of delayed or non-updating of data, fines range between 1,000 and 2,500 euros per violation.
Heating oil
In cases of transfer of a station or the establishment of a new heating oil vendor, failure to update the data results in a fine of 2,000 euros per non-updated item, with a maximum limit of 15,000 euros.
The Registry
The Tank Registry, available through the Unified Digital Portal (gov.gr), gathers all data regarding fuel tanks, pumps, tax mechanisms, and heating oil vendors’ facilities. The system interoperates with the Ministry of Infrastructure and Transport’s “Fuel and Energy Supply Stations Registry,” ensuring uniform and reliable data.
The inspections
The authorities responsible for checking the accuracy of the registrations are the Directorates of Transport and Communications and the Directorates of Development of the Regional Units, depending on their jurisdiction. The services prepare inspection reports and conclusive findings, which are forwarded to the local customs offices. The customs offices are responsible for issuing the penalty imposition acts and collecting them in accordance with the Code for the Collection of Public Revenue.
